- Preheat the oven to 350°F (175°C) and grease a 9x13 baking pan with melted unsalted butter.
- In a mixing bowl, whisk together 1 cup of whole milk, 2 teaspoons of vanilla extract, and 1 cup of granulated sugar until smooth.
- Add in 1 cup of all-purpose flour, 2 teaspoons of baking powder, 1/4 teaspoon of salt, and 1 tablespoon of ground cinnamon. Fold gently until just combined.
- Spoon the batter evenly over the melted butter in the baking pan without stirring.
- Sprinkle 1/2 cup of packed brown sugar over the batter.
- Pour 1 1/2 cups of hot water over the entire mixture without stirring.
