- Peel cipollini onions, soak in warm water for 10 minutes. Cut an 'X' shape at the bottom.
- In a bowl, whisk buttermilk, garlic powder, onion powder, paprika, mustard, salt, and pepper. In another bowl, mix flour.
- Dip each onion in the buttermilk mixture, dredge in seasoned flour. Repeat for double coating.
- Heat oil in a deep pan to 350°F (175°C). Monitor with a candy thermometer.
- Fry onions cut-side down for about 5 minutes, flipping halfway, until golden brown.
- Remove from oil, drain on paper towels, and season with salt and pepper.
- Serve hot with buttermilk ranch dip, optionally garnished with chopped herbs.
