Instructions
- In a medium saucepan, combine the granulated sugar, cocoa powder, butter, and milk.
- Cook over medium heat, stirring constantly until the mixture comes to a boil.
- Allow it to boil for 1 minute without stirring.
- Remove the saucepan from heat and stir in the quick-cooking oats, vanilla extract, and peppermint extract until well combined.
- Fold in the semi-sweet chocolate chips until melted and smooth.
- Drop spoonfuls of the mixture onto a baking sheet lined with parchment paper.
- Use the back of a spoon to flatten each cookie slightly.
- Sprinkle powdered sugar over the top of each cookie for an extra touch of sweetness and a festive look.
- Refrigerate the cookies for at least 30 minutes to set before serving.
